Local Plan Part 1 – Joint Core Strategy Examination

The examination hearings closed on Thursday 8 November 2012. The Council has created a further ‘tracked change’ version of the Plan which indicates all proposed modifications made before, during and after the examination, this and all other information in relation to the examination can be viewed at Examination Information. 

A list of the ‘Further Modifications’ made since the Plan was submitted has been published and respondents who commented at the Pre-Submission stage of the Plan have until 24 December comment on these – see the Programme Officer’s letter.

The Inspector commented in closing the hearings that the Council can expect receipt of his report by end of January 2013.

Local Development Framework Cabinet Committee

The Council’s LDF Cabinet Committee will next meet on Monday 17 December and will consider a number of reports covering :-

  • Potential Preparation of a Supplementary Planning Document on Renewable Energy Developments
  • Local Plan Part 2 – Launch and Next Steps
  • Strategic Housing Land Availability Assessments (SHLAA) Update
  • Denmead Neighbourhood Plan Funding
  • Colden Common Village Design Statement - Adoption

Community Infrastructure Levy

The Council will consult on its Community Infrastructure Levy (CIL) ‘Preliminary Draft Charging Schedule’ for 7 weeks from Friday 14 December to Friday 1st February 2013 (12pm). All details, including the charging schedule and how to comment on it, can be viewed on the CIL pages of the Council’s website.

The Preliminary Draft Charging Schedule has been prepared in accordance with the CIL Regulations 2010 and Government guidance. In setting its CIL rates, the City Council has aimed to strike an appropriate balance between the desirability of funding infrastructure and the potential effects of the levy upon the economic viability of development across the District.

Winchester District Local Plan Part 2 – Development Management and Allocations

The Council is about formally to start work on this Plan, which will make any further site allocations needed to implement the Joint Core Strategy (Local Plan Part 1) and provide appropriate development management policies.  Details of the proposed content and timing of this Plan are set out in a report to the Cabinet (LDF) Committee.
