The Planning Inspector appointed to hold the examination - Nigel Payne BSc(Hons) DipTP MRTPI MCMI, - will be holding a Pre-Hearing Meeting on Wednesday 12 September 2012 at 2.00pm in the Guildhall Winchester (King Alfred Conference Chamber).

The Programme Officer has advised those wishing to attend the Pre Hearing meeting to contact her by 3 September: Rosemary Morton on 01628 672181 or rmorton@winchester.gov.uk . Also please note, there is only capacity for one representative per organisation to attend the pre-hearing meeting.

The Programme Officer has published a draft Examination Programme, including invited participants, in advance of the Pre-Hearing Meeting. This can be found in the Examination Information and will be presented to the Pre-Hearing Meeting and updated as necessary in the run-up to the Examination.

Revised Local Development Scheme

The Council’s Cabinet (LDF) Committee will consider at its next meeting on 5 September a revised Local Development Scheme (LDS).

This includes an updated timetable for the preparation of Local Plan Part 2 which will include the allocation of smaller sites for development across the District (although this Plan will exclude that part of Winchester District that lies in the South Downs National Park) and more detailed development management policies.

Key dates for the preparation of Local Plan Part 2 are:

• Commencement: late 2012
• Plan preparation: late 2012 – mid 2014
• Publication draft plan: June 2014
• Submission: September 2014
• Examination: late 2014 – spring 2015
• Adoption: May 2015

The LDS also sets out the programme for the Council’s Community Infrastructure Levy (CIL) Charging Schedule, which will include consultation on the Preliminary Charging Schedule in December 2012; consultation on the Draft Charging Schedule March 2013; submission April 2013; examination summer 2013 with adoption in October 2013.
