Council Tax Charges 2023/24
Winchester City Council has agreed that there should be a 2.65% increase in Council Tax for 2023/24; the Band D Council Tax will increase by £4.00 to £155.29 for 2023/24 in order to meet the estimates of expenditure for services administered by the Council.

In 2023/24 it will be:
Hampshire County Council – 71.09p
Police and Crime Commissioner for Hampshire – 12.24p
Winchester City Council – 7.56p
Parishes and Town – 5.19p
Hampshire and Isle of Wight Fire and Rescue – 3.92p.

Priorities
Winchester City Council approves budget
Winchester City Council Councillors approved a 2023/24 budget that continues to invest in our district and its residents, maintains core services, increases capacity for project delivery and investment plans that will benefit residents from across the district for years to come.
It follows on from the medium-term financial strategy which also detailed how long terms savings will be made, while continuing to be able to invest in council services.
This general fund budgets reflects the aspirations and priorities within the refreshed Council Plan, some of the highlights include:
£250,000 to support the council’s ambitions of becoming Greener Faster and a Carbon Neutral District by 2030
£500,000 to support the future of waste and recycling collections – enabling the Council to roll out improved doorstep recycling including food waste collection at the earliest point practicable.
£400,000 for digital transformation. Ensuring it’s as easy as possible for residents to access services – 24/7. At the same time ensuring that customers who don’t have digital access continue to be supported.
£300,000 to support regeneration of the city centre for the benefit of all residents, businesses and visitors from across the district.
£150,000 to support Pride in Place – an enhanced focus on making a visible difference to the district to improve the experience of those living and visiting it. It will also be used to develop a ‘public toilet strategy’ working with parish councils to provide safe and clean, well maintained public conveniences.
£170,000 to support people. Without a doubt residents are facing financial pressures and we have worked over the last year to support those in greatest need. We’ve extended the Exceptional hardship Fund that benefits those council tax payers most in need of assistance. It will also be used to continue to support the principles of the City of Sanctuary and further support cost of living initiatives
Council Tax will increase by an average of £4 per year, per household in a Band D property for city council services – reflecting an average increase of 2.65%, however, Council approved new Council Tax Reduction scheme income bands ensure that claimants continue to receive the same level of support after the increase in universal credit from April 2023 (3rd lowest increase in Hampshire)
