If you believe a District or Parish Councillor within the Winchester District has breached their Code of Conduct, you can submit a standards complaint to Winchester City Council’s Monitoring Officer. These standards complaints are dealt with under a separate procedure to the Council's complaints procedure.

To make a complaint, use our online form. You will be asked to: 

1. Confirm your name and address. 

2. Confirm the name of the Subject Member you believe has breached the relevant council’s Code of Conduct 

3. Confirm which particular sections of the Code of Conduct they have breached. 

4. Provide supporting evidence and confirm how they relate to the allegation.

You can also download and print out a complaint form (available from the panel on the right) and send it to us at monitoringofficer@winchester.gov.uk. 

The Monitoring Officer will not deal with complaints about the Council as a whole or matters that are not covered by the Councillors' Code of Conduct.

If you make a Code of Conduct complaint, it must be about why you think a Councillor has not followed the Code. Examples of this could include:

• Unlawfully discriminating against someone
• Failing to declare a personal/prejudicial interest
• Bullying
• Failing to treat people with respect
• Using their position improperly, to their own or someone else's advantage
