Appointment of David Townsend as Planning Enforcement Team Leader
Winchester City Council is pleased to announce the appointment of David Townsend as Planning Enforcement Team Leader.
David is a professional town planner and a member of the Royal Town Planning Institute. He has worked in development management and planning enforcement for over 41 years and has held senior positions at Wear Valley District Council, the New Forest National Park Authority, Cheshire East District Council and Surrey Heath Borough Council.
He has experience of introducing new procedures and working arrangements to improve efficiency and effectiveness, and improving customer service and levels of satisfaction.
David has been recruited to fill a vacant post. The Enforcement Team, when at full capacity, has just over seven FTE equivalents.
In the past few months, the Enforcement Team has found it necessary to issue 10 enforcement notices and a further seven notices have been prepared ready for service. A Breach of Condition Notice has also been issued.
Cllr Mike Read, Portfolio Holder for the Built Environment at Winchester City Council, said:
I have taken an active interest in the important role being undertaken by the Enforcement Team and helped shape the priorities going forward.
Winchester City Council will take enforcement action when planning laws are flouted and people or the environment are detrimentally affected as a result. The Council takes alleged breaches of planning very seriously.
David Townsend has recruited a team of experienced professionals to the team to help ensure we deliver a full and robust enforcement service for the benefit of Winchester City Council residents.
