Local community invited to help shape vision for central Winchester regeneration area

The local community is invited to the Central Winchester Regeneration Community Planning Weekend to help create a vision for the future of this prominent part of the city.

The Central Winchester regeneration area covers approximately 2.3 hectares in the heart of the city and includes the bus station, Friarsgate medical centre, King’s Walk and the Friarsgate car park, amongst other elements.

Winchester City Council is seeking the comprehensive mixed-use redevelopment of the area in-keeping with the Winchester District vision to be a diverse and dynamic community bringing real benefits to local people and creating a positive legacy for the city.

JTP, architects and masterplanners, has been appointed to prepare a Supplementary Planning Document (SPD) which will set out the type and layout of land uses that could be built to help ensure that the development is fit for the future, financially viable and deliverable and that will rejuvenate this important part of the historic city. JTP will work closely with the community at the Community Planning Weekend to help shape the guidance.

The Community Planning Weekend will be an opportunity for the community to share local knowledge and join workshops, walkabouts and hands-on planning groups facilitated by the JTP team. There will also be an exhibition explaining the background of the regeneration area. Participation is on a drop-in basis and people can stay for a short while, a few hours or for the whole event as they choose. Team members will be on hand to answer questions.

Speaking at the Launch of the Community Planning Weekend on Friday 10 February 2017 at the Guildhall Winchester, Cllr Victoria Weston, Chairman of the Informal Policy Group, said:

The Community Planning Weekend will be a fresh start - a chance to consider options and help shape the vision for central Winchester. The views of the public and stakeholders will be a key element in formulating guidance for this regeneration project. We encourage as many people as possible to attend the Community Planning Weekend to share their ideas and aspirations for the future.

Report-back presentation
After the public workshop days, the JTP-led team will analyse and summarise the outcomes and draw up a vision for Central Winchester. This will be presented back to the local community on Tuesday 4 April at the Guildhall Winchester.

Supplementary Planning Document
Following the creation of the vision, the team will develop the proposals and draw up the SPD for the area. The aim is to produce the draft SPD in June 2017, with the target that the Council will adopt the SDP before the end of 2017.

JTP started work on the project in early 2017, together with team members Winchester-based Snug Architects and UBU Design; property research consultants Propernomics, commercial property consultants Osmond Brookes and Rocmor; and movement and infrastructure consultants Atkins.
