Timetable for Central Winchester Regeneration Supplementary Planning Document Consultation Finalised

The consultation timetable for Central Winchester Regeneration’s Supplementary Planning Document (SPD) has been finalised. The timetable has been developed to ensure the technical work (including archaeology, movement and traffic and flooding defences) is completed along with options for affordable housing and discussions with the owners of the land in the area. The timetable sets out the various council meetings that will review the draft SPD ahead of formal consultation in December.

The timetable was revealed at a meeting of the Council’s Informal Policy Group (IPG) meeting last night (25 September). Members also heard about progress with the movement strategy, parking, archaeology and housing.

The draft SPD will be presented to the next meeting of the Council’s IPG, which is being held in public on Monday 30 October. Architects and masterplanners JTP will unveil the draft SPD which has incorporated the feedback gleaned during the extensive public engagement process.

The Council’s full Cabinet will meet in public on 6 December to approve the draft SPD for consultation. The formal consultation period will then run from mid-December until early February 2017. During an eight week period a variety of meetings and exhibitions will be held so that as many people and organisations as possible can have their say.

Cllr Caroline Horrill said:

It is a credit to the fantastic input we have had from members of the public, business, partners and interest groups that our officers and Master Planners, JTP, will be in a position to present a draft SPD to the IPG this autumn ready for formal consultation starting before Christmas. Because this is such an important consultation, we have extended the formal consultation period from the standard six weeks to eight because we know people may not have much spare time over Christmas.

The extensive feedback we have received from the local community throughout this consultation period has been of great value; both the quality and quantity of views has been incredible. The community has provided genuine insights into the project and their inputs have influenced the vision and emerging Supplementary Planning Document (SPD) that we are preparing.

Cllr Horrill added:

The Central Winchester Regeneration project is all about creating a city centre which delivers for residents, business, the local economy and visitors. Once the formal consultation period has ended, the council and JTP will be reviewing all the feedback and creating the final SPD. I’m excited to see the CWR vision unfold as we prepare to finalise the SPD for the benefit of the district.
