Winchester Movement Strategy moves to next stage

Hampshire County Council and Winchester City Council are launching the second part of a two-phase public consultation into how to improve traffic and transport in and around Winchester. The Winchester Movement Strategy is being developed to help make travel improvements in the city and inform future funding bids.

Councillor Rob Humby, Executive Member for Environment and Transport at Hampshire County Council, explained:

“Getting in and around the city easily is vital to the future prosperity of Winchester.  It’s a great place to live and work, as well as attracting a significant number of visitors every year. We’re working with colleagues at Winchester City Council to develop an innovative transport strategy designed to support the city’s businesses and economic prosperity while at the same time making sure it continues to offer an excellent quality of life for those in the community.”

Hampshire County Council is developing the strategy to look at the traffic and transport issues facing the city and surrounding area to identify opportunities for improvements.

Councillor Humby continued:

“We had an excellent response to the first phase of the consultation last year where we asked people for their views on traffic, parking, air quality, accessibility and public transport in Winchester. These consultation responses have been used alongside traffic data and modelling to establish priority areas for change, and what transport and other measures we need to include in the strategy. We are now keen to hear people’s views on initial ideas such as providing more park and ride services and better bus, walking and cycling access to the city centre.”


Councillor Jan Warwick, Environment & Transport Portfolio at Winchester City Council, said:  

“We asked the County Highways Officers to come up with some bold suggestions on how we can improve traffic congestion in the City Centre, facilitate cycling, walking and improve air quality. We want our residents, workers and visitors to enjoy a positive experience in our historic city.”

The consultation will open on Monday 19 November 2018 and will finish on 13 January 2019. 

Hampshire County Council, in consultation with Winchester City Council, is aiming to complete the Strategy in March 2019 at which point it will be used to inform budget setting as well as supporting funding bids to deliver infrastructure improvements and the development of the Winchester Local Plan.  The ultimate ambition is to create a transport system fit for a historic city and thriving economic hub - able to accommodate a future increase in travel demand, but also to make Winchester a healthier and more accessible place to live, work and visit.
