The following streets have been designated as 'consent streets', where Street Trading Consent must be obtained in order to sell articles. If you wish to trade on one of the designated consent streets below, please email us with your details and what you intend to sell and where.

• Middle Brook Street between High Street to North Walls
• High Street between Westgate and City Bridge (including "The Broadway")
• Market Street
• Market Lane
• Paternoster Row
• The Square
• Simonds Street
• St Swithuns Street between Simonds Street and Kingsgate Street
• College Street

• St Thomas Street
• St Clements Street
• Parchment Street for a distance of 137 metres (150 yards) from High Street
• All other roads joining High Street for a distance of 46 metres (50 yards) from High Street
• Friarsgate from junction with High Street to its junction with Upper Brook Street
• Upper Brook Street from its junction with High Street to its junction with North Walls
• St Georges Street from its junction with Middle Brook Street to its junction with Jewry Street

Alresford

If you wish to trade on a street that is not listed above, you will not require Street Trading Consent from Winchester City Council. However, you are advised to obtain permission from the landowner.

To apply for a street trading consent, please contact Licensing by email, providing your contact details, what you intend to sell, which street you would like to trade from and timings. If your application meets our Policy, you will be provided with a link to submit a formal application. You will need a credit/debit card to make payment of the fee. The fee for street trading consent is £53 per day, or £128 for one year (with effect from 1 April 2024). 

Please note that it is Winchester City Council's policy that an application for street trading consent will not normally be granted unless it is for a special event, e.g. the Hat Fair or other charitable events. This will be at the discretion of the Licensing Manager.

If you wish to trade on one of Winchester's regular markets, a separate application process is in effect. 

Applications will be referred to relevant Council departments and external agencies for comment prior to considering whether consent should be granted. This may include local traffic engineers, Estates Team, Health Protection and Ward Councillors.
