If you are the only adult aged 18 or over in your household and currently entitled to Single Person Discount, the entitlement will still continue if you are hosting a Ukrainian refugee as part of the Homes for Ukraine scheme.

If you are taking part in the scheme and you are currently receiving a discount, you will need to let us know in writing the new resident’s name, the date they moved in and that they hold permission to enter or to stay in the United Kingdom under the Homes for Ukraine Sponsorship Scheme. If the property is occupied only by Ukrainian refugees who hold permission to enter or to stay in the United Kingdom under the Homes for Ukraine Sponsorship Scheme, there will be 50% discount on the bill. The council tax bill will need to be issued in the name of the residents, who might also be additionally eligible to claim Council Tax Reduction Council Tax Reduction - Winchester City Council

In order to apply for 50% discount, please email the following information to counciltax@winchester.gov.uk :

• The full name of the Ukrainian refugee, contact information and the date they moved in;
• Proof that they are residing at the address;
• A copy of the letter from the Home Office confirming that they hold permission to enter or to stay in the United Kingdom under the Homes for Ukraine Sponsorship Scheme.

If you are entitled to the following exemptions from council tax, your entitlement will continue if you are hosting a Ukrainian refugee as part of the Homes for Ukraine scheme:

• Unoccupied property entitled to exemptions Class B, D, E, F, H, I, J, K, L, Q, T. The exemption will continue for as long as your entitlement lasts.
• Occupied property entitled to exemptions Class N, S & U. The exemption will continue as the occupation by a relevant Ukrainian person will be disregarded.
