The North Whiteley Major Development Area (MDA) will eventually provide 3,500 dwellings, two primary schools, a secondary school, extra care provision and also leisure, retail, and community facilities.

Prior to the review, the new houses were divided between two existing councils, Whiteley Town Council and Curdridge Parish Council. It was always intended that the boundary would be reviewed once enough residents had moved in and, following a joint request from Curdridge Parish Council and Whiteley Town Council, at the November 2021 meeting of the North Whiteley Forum, Winchester City Council agreed that due to the pace of the build and the number of occupations it was an appropriate time to hold the review.

Between June and October 2022, Winchester City Council consulted local residents on future local governance arrangements for Curdridge, Whiteley and the new housing in North Whiteley. Residents were asked to consider four options, with 742 people responding and 70% supporting the option to move all the new development area into Whiteley Town Council. 

In light of this response, Winchester City Council's Licensing & Regulation Committee agreed on 7th December 2022 to prepare a draft legal order to alter the boundaries of Whiteley and Curdridge parishes, bringing the vast majority of the North Whiteley development into the Whiteley Town Council area. This would accord with the requirements of the relevant legislation to encourage a cohesive and sustainable community with a distinct and recognisable sense of identity.
