A Winchester City Council by election for a District Councillor in St Michael Ward, will take place on 4 July 2024.
A Notice of Vacancy was published on 30 May 2024 and the required valid requests from two local government electors for the Local Government Area were received by the Returning Officer.

Who can Vote
In order to vote for these elections, you will need to be registered on the Register of Electors and you must be:
- Resident in the St Michael Ward of Winchester City Council area on the date of the election;
- 18 years or older.
EU citizens legally resident in the UK may register for the local government franchise and are able to vote in all elections that use the local government franchise. EU citizens currently retain their rights to vote in local elections even though the UK has left the EU for May 2024.
If you are an eligible elector and you are already on the Register of the Electors for Winchester City Council, you do not need to re-register for these elections.
Information on how to register can be found on www.gov.uk/register-to-vote. The deadline for new applications is midnight Tuesday 18 June 2024.

How to vote
Voting in person
You can vote in person at your designated polling station. Your polling station will be listed on your poll card, or you can check on wheredoivote.co.uk.
Remember, you'll also need to bring along an accepted form of photo ID, such as your passport or driving license, to be able to vote. Full details on voter ID requirements can be found on our Voter ID webpage.
Voting by post - Deadline for applications and changes to existing postal or proxy votes 5pm Wednesday 19 June 2024
If you can't get to a polling station in person, you can also vote by post. For more information on voting by post can be found at www.gov.uk/how-to-vote/postal-voting.
As of October 2023, you'll need to provide your National Insurance Number, date of birth and signature to apply for a postal vote. Postal vote applications will expire after three years and a fresh application will have to be submitted.

Voting by proxy - Deadline for applications 5pm Wednesday 26 June 2024
You can also choose to have someone else vote on your behalf, known as voting by proxy. The person you choose to vote on your behalf must be a registered elector who is eligible to vote at this election, and who is able to get to your polling station on polling day.
The person you chose to vote on your behalf will need to bring their photo ID with them on polling day.

We recommend candidates and agents read the Electoral Commission guidance for the District Council on the link Electoral Commission website. As with national elections, you and your campaigners should also have regard to the Electoral Commission's Code of Conduct for Campaigners, which outlines what is, and what is not, acceptable behaviour at polling stations and in the community during the lead up to polling day.

Nomination papers for this election must be completed and submitted by hand to the Acting Returning Officer, City Offices, Winchester City Council, Colebrook Street, Winchester SO23 9LJ.
Nomination papers must be submitted between 10am and 4pm from Friday 31 May, excluding weekends and bank holidays. The deadline for nominations is 4pm on Friday 7 June 2024. It is recommended that you book an appointment, please email ereg@winchester.gov.uk or call 01962 848125.
Nomination papers may also be scanned for an informal check to be carried out before the formal submission of nomination papers to the elections team on ereg@winchester.gov.uk. Any errors found will be communicated to the candidate and/or their election agent by email to allow these to be corrected before formal submission. However, it should be noted that the correct completion of the nomination forms remains your responsibility or that of your election agent.
