W&EDRP can potentially review all other types of development, although there is a limit to the number of schemes that can be assessed. The panel sits each month alternatively at Winchester and Eastleigh.  There is a pool of 14 panel members (mainly local architects in private practice in Hampshire and the urban designers employed by Eastleigh and Winchester). Each Panel is made up of a three architects and one urban designer. The Eastleigh urban designer reviews Winchester schemes and vice versa. Increasingly more schemes are referred to the panel at pre-application stage than at application stage and agents and their designers are encouraged to present schemes to the panel.

The South East Regional Design Panel also provides advice to Local Planning Authorities and planning applicants on architectural and urban design issues.

This Panel usually focuses on the review of development proposals of regional significance or those that require more than local considerations. The South East Regional Design Panel includes members from a range of professional backgrounds offering a multidisciplinary approach to Design Review.

This can be particularly helpful for the review of larger and more complex schemes. Where appropriate, we will support the use of the South East Regional Design Panel to review development proposals.

The South East Regional Design Panel is administered by the Kent Architecture Centre who charge to cover the cost of carrying out a design review. We would expect applicants to meet the cost of any review carried out by the South East Regional Design Panel.

In exceptional circumstances, the North East Hampshire Design Review Panel may refer development proposals to be considered by the countywide Hampshire Design Review Panel which chiefly comprises the chairs of the individual local design review panels throughout the county.

For major large scale developments, proposals may also be put forward for review by CABE (now run through the Design Council) . This might include developments which are usually strategic in nature or those considered to be a major town centre development. Projects sent forward to the Design Council are also normally of high public significance and therefore the design and quality of the buildings is of high importance.

According to the Design: Process and Tools guidance, The Design Review Panel can inform and aims to improve design quality within new development projects; however, it is not intended to replace the advice provided from statutory consultees, advisory bodies or local authorities/ community engagement. A design review is most beneficial within the early stages of the design development and can be followed up as the project evolves, for instance, at pre-application stages. Furthermore, it can be used to help support the decisions on applications to allow proposals to show consideration of comments.
