You may qualify for funding if the following statements apply:

• You are an owner-occupier or private renter
• Your home does not use gas as its main source of heating
• Your home has an EPC rating of D, E, F or G (you can check your home’s EPC rating here: www.gov.uk/find-energy-certificate)

And either:

• You have a total household annual income of £36,000 or less, before housing costs and bills

Or:

• You have a total household annual income of £20,000 or less, after housing costs mortgage/rent and council tax)

Or:

• The house is located in an economically deprived neighbourhood (this can be checked for you once an application has been submitted)

Or:

• You receive an eligible means-tested benefit (as listed below)

  • Child Tax Credits (CTC)

  • Housing Benefit

  • Income-based Jobseekers allowance (JSA)

  • Income-related Employment & Support Allowance (ESA)

  • Income Support (IS)

  • Pension Credit Guarantee Credit Working Tax Credit (WTC)

  • Pension Credit Savings Credit

  • Universal Credit (UC)

The programme is open to homeowners and private rental tenants only. Funding is not available to local authority or housing association tenants. If you are in a private rental property, then a financial contribution from the landlord will be required and the landlord will be contacted about this following the application.

The programme is operating on a first-come, first serve basis and funding is available until March 2025.

• Underfloor insulation
• Loft Insulation
• High Heat Retention Storage Heaters
• Room-in-roof Insulation
• Air Source Heat Pumps
• Park Home External Wall Insulation
• Solar PV Panels
• Heating Controls

This scheme is part of the Warmer Homes programme, which is led by Portsmouth City Council in partnership with 22 other local authorities, including Winchester City Council.
