Station Approach 2016 - 2019
The city council would like to realise the potential of the area around Winchester railway station, including the Carfax and Cattlemarket sites. This area is known as Station Approach. We will revitalise and develop the commercial and residential offering and create a fitting gateway to our ancient but vibrant city. The scheme should have a positive impact on the economy and urban environment, including better walking and cycling links.
There is evidence that we need more Grade A office space within the city. If we build high-quality commercial premises, then we have the best chance of retaining our existing private sector employers as well as encouraging new businesses to locate their offices in Winchester. There will need to be a review of future market demand for, and any changed approaches to, offices, and other uses post Covid-19.
A review of the approach to the Carfax site is currently underway in light of Covid-19 and the quashing of the Outline Planning Permission granted (September 2019) in December 2019.

Winchester City Council commissioned Lifschutz Davidson Sandilands (LDS) as the design team for Station Approach in September 2017. The brief for the design team was agreed by Cabinet in March 2017 to provide new Grade-A office space through a mixed-use development. Following Cabinet agreement and the outline planning consent given in September 2019, a marketing process is being prepared for launch to find a potential purchaser for a long leasehold sale of the Carfax site.

Consultation |
Stakeholder and public engagement events were held in November 2017, March 2018 and February 2019. For further information on events please use the following link: Engagement and Consultation. Leading archaeology experts then met with residents and interest groups in March 2019 to explore the importance of archaeology for the Station Approach site. Over 20 people attended the event hosted at Winchester City Council including representatives from Hampshire Cultural Trust, University of Winchester, HCC Historic Environment, City of Winchester Trust, Hampshire Field Club and Winchester Archaeology Rescue Group. Further archaeological works are expected to take place in 2020 and will be completed by early 2021. A statutory consultation was also held on the outline planning application between April and May 2019.
